What target groups and listeners are and how they route traffic to backends.

Target groups and listeners (ELB)
Listeners accept incoming traffic on a port/protocol and forward it to one or more target groups, which then route to backend instances or IPs.
"I want one place to accept traffic and another to decide which servers actually handle it."
A listener is the front-door configuration on a load balancer that listens on a port and uses rules to forward requests to target groups; a target group is a named collection of backend endpoints and the health-check settings that determine which backends receive traffic.
