Step scaling policies
A step scaling policy increases or decreases capacity in configurable steps when a metric crosses defined thresholds.
"When traffic spikes, I want more servers brought up quickly but not a huge, unnecessary surge."
Step scaling uses multiple thresholds (alarm ranges) each mapped to a different adjustment size so the fleet grows or shrinks in steps as load changes; cooldowns prevent repeated reactions too quickly.
