Defining package/module ownership and access rules to reduce coupling inside a monorepo.

Code ownership boundaries
A rule set that says which package or module "owns" code and which other modules may import it to reduce unexpected coupling.
"I want to change a package without worrying that every other package imports its internals."
Code ownership boundaries are explicit rules (often enforced by configuration or lint rules) that define which parts of a monorepo each package exposes and which consumers are allowed to import them, preventing accidental internal API use and reducing tight coupling.
